I will observe its laws faithfully and fulfill my duties and obligations as a British citizen.」也就是必須尊重英國的民主價值，尊重英國的權利和自由，這不是一個形式，而是需要實際行動。假如入籍者的一生，都在破壞民主價值，也不尊重其他人的權利和自由，這就是這個人的track record，怎能「真誠地相信」，他到了英國，不會成為破壞英國的第五縱隊？
